You forget the thing your partner asked you to remember. The forgetting has its own cost. People in your life have started reminding you, then resenting having to remind you.

Why the apps haven’t fixed it

The apps require you to use them, which requires you to remember to use them, which is the exact thing you’ve been forgetting to do. The apps work for things you remember to log. They don’t work for things that pass through too fast to log.

You very likely came up with an attention system that’s been splitting itself across too many demands. The information that doesn’t get encoded properly doesn’t get remembered. The encoding requires attention, which is what’s been in short supply. You may have a baseline attention profile that makes this harder (ADHD, neurodivergence). You may have built an adult life with too many simultaneous demands for any attention system to encode well. You may have absorbed the lesson that you’re supposed to handle everything, and the handling has been at the cost of remembering what you’re handling.
